President Ruto’s explanation of how he appointed General Francis Ogolla as CDF is less than candid. The selection process for the CDF is well settled by the Tonje Rules. And just like he cannot ignore the Judicial Service Commission in the appointment of the Chief Justice he can ignore a recommendation of the Defence Council only in breach of those Rules and at great risk of alienating the military establishment.
We should forever be grateful to General Tonje for bringing certainty in the selection process of senior military officers. It was a mark of courage for President Ruto to follow the established military precedent and he ought not exploit his decision for clearly political ends.
