According to the Nation newspaper citing confidential sources, US spy chief was in the country to push for the creation of another US military base in Turkana and the expansion of the one in Manda. In return the US would upgrade the NIS.

Britain on the other hand is not happy with the abductions especially after one British citizen and some Turkish nationals were abducted by the police. Britain had sought the reassurance of the Kenyan government about the safety of its citizens visiting the country, threatening to withhold aid if the abductions continue.
